Climate Policy Engagement Overview: The Asociación Nacional de Empresarios de Colombia (ANDI) is actively engaged on Colombian climate policy, adopting some supportive positions in its top-line messaging, whilst taking predominantly negative stances on the transition away from fossil fuels and key climate legislation such as the Colombian carbon tax and circular economy policy.
Top-line Messaging on Climate Policy: ANDI seems to support climate policy in its top-line messaging, with some exceptions. The association supported limiting warming to 1.5°C on its website, accessed in April 2025. On its Desarrollo Sustentable website, accessed in April 2025, the association stated support for government climate policy, although with unspecific qualifications, noting that the transition depends on public-private collaboration and policies that promote development, investment, and social equity. Moreover, the same publication, ANDI expressed support for the goals of the Paris Agreement.”
Engagement with Climate-Related Regulations: ANDI seemed to take predominantly negative positions on specific climate regulations in Colombia. The association opposed the inclusion of fossil gas in the country’s carbon tax in a X post from its President, made in December 2024, and in another X post from September 2024.
ANDI frequently supported circular economy policy in its top-line public communications in 2023-25, for example, in a November 2023 press release, it supported a Colombian National Pact for reducing and replacing single-use plastic products. However, in a comment to policymakers in May 2024 it advocated for slower transitional and compliance periods in legislation to reduce the production and consumption of single use plastics. Additionally, in a press release from April 2025 the association supported Extended Producer Responsibility but it was unclear whether they supported government regulations.
ANDI seems to support regulation to protect and enhance carbon sinks, for example, in a March 2023 presentation in the association Environment Committee it strongly supported the regulation of carbon markets in order to avoid incentivizing poor quality offsets, and advocated for the mitigation hierarchy of ‘avoid, reduce, restore and offset residual emissions’ to be prioritized.
Positioning on Energy Transition: ANDI took predominantly negative positions on the transition of the energy mix in 2023-25. The President Bruce Mac Master supported new exploration and production of gas and related infrastructure in a July 2024 post on X, and in March 2024 he seemed to support a slower energy transition than recommended by the IPCC. In a group press release from September 2024, issued alongside other Colombian industry associations, ANDI directly called on policymakers to support new fossil fuel infrastructure, including gas field developments, warning that 'the country will face a critical situation for the natural gas sector from 2025' without urgent action. Additionally, in a press release from March 2025, ANDI’s President advocated for the continued role of coal, oil, and gas in Colombia, stating that fossil fuel development remains essential to support public finances. In comments to policymakers on the Colombian regulatory agenda in November 2023, ANDI supported promoting hydrogen without stating the production method or intended sectors, and advocated for blending hydrogen in gas networks.
