Climate Policy Engagement Overview: Japan Construction Material and Housing Equipment Industries Federation (J-CHIF) appears to have limited direct engagement with climate policy in Japan. It appears to support climate action in its top-line messaging and has supported energy conservation standards and legislation in the housing and construction industry.
Top-line Messaging on Climate Policy: J-CHIF appears supportive of climate action in its top-line messaging, but has not appeared to specify positions on the Paris Agreement. In a message on the J-CHIF website in June 2022, J-CHIF Chairman Hidemitsu Hori stated that “as a building materials and housing equipment industry, we will take the lead in contributing to carbon neutrality,” andappeared to support certain policies introduced in the housing and building sector, without specifying a position on other forms of climate change regulation. In the FY2022 Business Plan on the J-CHIF website accessed in August 2022, J-CHIF recognized the Japanese government’s Green Growth Strategy toward achieving carbon neutrality in 2050 and action plans for each sector, however it did not specify a position on them apart from the importance of “energy conservation and energy creation.” In a message on the J-CHIF website in January 2021, then-chairman of J-CHIF, Masanori Okuda, stated regarding the Japanese government’s announcement of its 2050 carbon neutrality goal, that J-CHIF “will conduct activities in response to the realization of carbon neutrality that is being promoted by the government”.
Engagement with Climate-Related Regulations: J-CHIF has disclosed some of its positions on climate change policies on its website, with details of activities it has undertaken to influence these policies. At the Ministry of Land, Infrastructure and Transport (MLIT) committee hearing in April 2021 on energy conservation measures for houses and buildings, J-CHIF appeared to support specific energy demand management and demand side management legislation to ensure use of high-quality energy conservation material for housing. In its FY2022 Business Plan, accessed on the J-CHIF website in August 2022, J-CHIF recognized energy efficiency measures reflected in the Sixth Basic Energy Plan, such as raising inducement standards under the Building Energy Efficiency Act and making compliance with energy conservation standards “mandatory and higher”. It also stated that there was “high potential for the building materials and housing equipment industry to contribute to these issues that Japan needs to address.” Similarly, in its FY2022 Energy Committee Business Activity Policy, accessed on the J-CHIF website in August 2022, J-CHIF appeared to support the Cabinet approval of the revised Building Energy Efficiency Act and the Housing Performance Indication System of the Quality Assurance Law, stating that they marked “a year in which further energy conservation and higher thermal insulation in the housing and building sectors will be in full swing.” J-CHIF has continually expressed support for zero emission housing (ZEH) and zero emission buildings (ZEB) over time, for instance in messages by its chairmen on its website in January 2021 and January 2022.
