Climate Policy Engagement Overview: Japan Hydrogen Association (JH2A) appears to have limited engagement with climate policy and holds both positive and negative positions. The association states support for the transition of the energy mix with a significant role of hydrogen, however JH2A appears to promote a role for all types of hydrogen.
Top-line Messaging on Climate Policy: JH2A’s top-line messaging on climate policy is positive. On its website accessed in January 2025, JH2A clearly supported the science of the IPCC, supporting action likely consistent with the IPCC, including carbon neutrality in 2050.
Engagement with Climate-Related Regulations: JH2A appears to have limited engagement with specific climate related regulations. InfluenceMap did not find any recent evidence on JH2A’s positions on climate-related regulations. In its August 2022 policy proposal, the association supported emission trading schemes including the Joint Crediting Mechanism.
Positioning on Energy Transition: JH2A appears to support an increased role for hydrogen in the energy mix, however this support includes multiple different production methods. In the 8th Subcommittee on Hydrogen Policy in May 2023, JH2A supported tax credits for hydrogen comparable to the Inflation Reduction Act in the US. In a November 2022 Subcommittee on Hydrogen Policy meeting, JH2A advocated for all forms of clean hydrogen to be included in the policy, without specifying its production methods. In the 42nd General Resources and Energy Investigation Committee held at the Ministry of Energy, Trade and Industry (METI) in September 2024, JH2A Secretary General Fukushima, supported the "Hydrogen Society Promotion Act", however, appeared to generally support hydrogen for domestic use and general power generation without stating a production method for hydrogen. In the 9th and 10th Subcommittee on Hydrogen Policy meeting held at METI in October 2023, Fukushima appeared to advocate for support for hydrogen from fossil fuels on the premise of eventual transition to low carbon hydrogen.
