Climate Policy Engagement Analysis

Climate Lobbying Overview: The Consumer Goods Forum appears to have low public engagement with climate policy in the EU in 2022-24. The association engages positively with climate policy in its top-line messaging as well as broadly positively with land-use and circular economy related regulations.

Top-line Messaging on Climate Policy: The Consumer Goods Forum (CGF) engaged positively on climate policy in its top-line messaging in 2022-24. On its corporate website accessed in October 2023, the association called for increased ambition in GHG emissions reductions in line with limiting global warming to 1.5°C. CGF supported various initiatives complementary to the UNFCCC process such as COP27 in a February 2023 press release and the Race to Zero on its corporate website, accessed in October 2023. InfluenceMap did not detect a position on the need for climate regulation.

Engagement with Climate-Related Regulations: The Consumer Goods Forum (CGF) engaged primarily with land-use and circular economy related regulations in 2022-24. The association appeared supportive of policy to make agricultural production less resource and land-intensive, as well as to encourage the transition to more sustainable diets in a report published in November 2022. In an interview posted on its corporate website in July 2024, CGF broadly supported the goals of the EU Deforestation Free Regulation (EUDR) but suggested it did not fully agree with the regulatory measures and sanctions included in the legislation.

The CGF repeatedly advocated for a legally binding UN Plastics Treaty to include measures covering the entire lifecycle of plastics, for example in a September 2023 press release, a March 2023 opinion piece and a December 2023 press release.

Positioning on Energy Transition: The Consumer Goods Forum (CGF) seemed to support the energy transition, albeit with limited policy engagement, in 2022-24. In a November 2022 report, it appeared to support the decarbonization of transportation through electrification.
